Caliber Builders plans to build an age-restricted housing development on the border of Hillsdale and Washington Township.
The New Jersey Supreme Court unanimously decided Monday to uphold a contested 2007 decision from the Hillsdale Planning Board to approve a proposed housing project near Pascack Road. Caliber Builders, Inc. applied to the Board to build "Golden Orchards," a single-family age-restricted housing development, on a property off Ell Road. The site is located mostly in Hillsdale, with a small portion in Washington Township. They received approval in 2008. The project was opposed by the nearby Northgate Condominium Association because of the public notice for the Planning Board's hearings about the project, which incorrectly named the site's lot numbers. A plan for a new 57-unit apartment building on Patterson Street in Hillsdale would require 1,040 truckloads of fill to raise the portion of the site where the building and parking lot would sit. Richard Eichenlaub, an engineer for the project, testified during a Hillsdale Planning Board meeting Wednesday that retaining walls would be built as part of the plan, ranging from 2 or 3 feet in height at the front end of the property and rising to 8.5 feet at the rear. They would need 18,977 cubic yards of dirt — 16,581 of which would be imported — to fill the area, he said. Delivering all the fill would take about two weeks, he said. The applicant wants to house as many as four former addicts in a Magnolia Avenue home.
Tenants in a proposed sober living home on Magnolia Avenue would have to obey three basic rules, according to Donna Lally, the home's owner. Lally's rules are: 1. no drugs, alcohol or disruptive behavior; 2. the apartment is run as a democracy and; 3. each tenant will pay an equal share of the expenses and chores. The rules were inspired by Oxford House, a national network of group homes for recovering addicts which Lally said she used as a basis for much of her plan. No therapy or treatment will be provided in the home, but Lally said she would help the tenants access existing resources in the area. The Hillsdale Planning Board began hearing an application for a proposed 57-unit apartment building on Patterson Street during their meeting Tuesday night. The L-shaped three-story building would include 29 one-bedroom, 26 two-bedroom and two three-bedroom apartments, according to architect Robert Zampolin. Apartments on the second and third floors would have balconies. Nine of the apartments would qualify as affordable housing. The building would have a 24,000-square-foot footprint for a total of 72,000 square feet spread across the three floors, according to Zampolin. An applicant plans to rent space to recovering addicts in a Magnolia Avenue home.
The Hillsdale Planning Board began hearing a controversial application Tuesday for a sober living home on Magnolia Avenue near George G. White Middle School. The plan calls for the upper three-bedroom portion of a two-family home to be rented out to as many as four "professional" men age 30 or older and recovering from addiction, according to Donna Lally, the applicant and homeowner. "They're there for mutual support in early sobriety," Lally said. There is already one resident, who has lived there for about 10 months without any problems, she said. An attorney for the developer asked the Hillsdale Planning Board to hold the hearing until March because of an error with the application.
A hearing for a proposed 57-unit apartment building on Patterson Street in Hillsdale, originally scheduled for Wednesday night, was held until March because of an error with the application. Ira Weiner, an attorney for the developer, said that there had not been enough copies of the plan distributed to the borough for the Hillsdale Planning Board, which will be hearing the plan. He asked that the board hold the hearing until their March 19 meeting. A developer whose plan to build an apartment building on Orchard Avenue was rejected by the Hillsdale Planning Board last year has sued the board, court records show. The developer, 100 Park Avenue Associates, had proposed to demolish three Orchard Street homes and build a new 36-unit apartment building in their place, which would have included four low income housing units. The building was designed to match a nearby apartment building on Patterson Street owned by the same developer. A copy of the complaint, which was filed January 14, could not immediately be obtained because a judge had the document. A group of Hillsdale residents requested the planning board hold the application while they consider their opposition to it.
An application for a proposed sober living home on Magnolia Avenue in Hillsdale is being held until next year. The borough planning board previously said they would make a decision on whether or not to begin hearing the application at their meeting Tuesday because residents had requested it be held, but the applicant wanted it to begin. The applicant apparently later agreed to holding off the start of the application, board members said Tuesday. Hundreds of Hillsdale residents have signed a petition opposing the plan because of the home's proximity to George G. White Middle School.
