Hillsdale Councilman Files Ethics Complaint Against Council President

Councilman Doug Frank filed the complaint with the Department of Community Affairs over Council President Tom Kelley's decision to not recuse himself from a vote, according to a report.

A Hillsdale councilman has filed an ethics complaint with the New Jersey Department of Community Affairs over the council president's decision to not recuse himself from a vote on an appeal of a lawsuit filed against the borough, northjersey.com reported.

The council had been considering an appeal of the decision in United Water's lawsuit against the town after a judge ruled they did not have jurisdiction over an upcoming project at the Woodcliff Lake Dam. They ended up voting against pursuing the appeal.

Councilman Doug Frank said he believed there was a conflict of interest because Council President Tom Kelley is a member of the Hillsdale & Westwood Flood Solution Group, according to the report. The Flood Solution Group is an organization of residents who have participated in the lawsuit as intervenors and are currently pursuing an appeal.

Kelley said he believed there was no conflict because he and his wife had been removed from the list of intervenors, according to the report.
